The Quadra Education Foundation (QEF) Scholarship Program is open to all cadets and adult staff — past and present — of HMCS QUADRA Cadet Training Centre (CTC). The program aims to provide financial support to currently enrolled students pursing post-secondary education, and recognizes and rewards both academic and non-academic qualities or performance including:
The QEF recognizes that both academic effort and financial resources are essential in fostering an effective learning experience.
Scholarships of between $1,000 to $1,500 are available to serving and former cadets and adult staff of HMCS QUADRA CTC. Children of HMCS QUADRA CTC alumni, who are not themselves cadets or adult staff of HMCS QUADRA CTC, may be considered for a scholarship of $500.
QEF scholarships are available to any cadet or adult staff who has:
Served at least two summers (ie. completed a course of at least two weeks in length or served in a staff appointment) at HMCS QUADRA CTC, OR
Served at least one summer at HMCS QUADRA CTC as above and one course or staff appointment through the Virtual CTC in 2020 or 2021, or held a staff appointment with the Cadet Activities Program (CAP) in 2022 or 2023.
QEF scholarships may also be available to children of HMCS QUADRA CTC alumni who have served at least two summers (completed a course at least two weeks in length or served in a staff appointment). Preference will be given to Applicants who are themselves currently serving, or have previously served, in HMCS QUADRA CTC.
They will receive a reply from the QEF confirming their eligibility for a scholarship.
At that time, Applicants will be provided with the Part II: Application Form to complete.
The completed Part II: Application Form with all supporting documentation and an Applicant photograph must be received by the QEF through uploading the documents to the secure site on or before July 27, 2024.
Preference will be given each year to:
Currently serving cadets
Currently serving adult staff
Recent alumni of HMCS QUADRA within the past five years
Other alumni of HMCS QUADRA, and
Children of alumni currently serving in the Canadian Cadet Organizations.
Also, a scholarship may be awarded to:
At least one cadet and one officer who are employed at HMCS QUADRA CTC in 2024;
A sea cadet musician;
A candidate who demonstrates an ongoing commitment to music education;
A candidate who is pursuing maritime studies at a post-secondary education institution accredited by Transport Canada;
A candidate enrolled in a science or engineering program; and
A candidate who demonstrates exceptional leadership and community service.
Students who received a QEF Scholarship in 2023 may apply in 2024 but will only be considered for a scholarship after all other Applicants are considered and if there are sufficient funds remaining.

Applicants must include the following documents with their Part II: Application Form:
A Personal Statement outlining the Applicant’s experience, leadership qualities, service to community, how they epitomize the aims of the Canadian Cadet Organization, and personal academic and career goals. Statements should be no more than two pages in length.
Letter of Recommendationfrom the Applicant’s Unit Commanding Officer addressing the Applicant’s leadership qualities, service to community, and how they epitomize the aims of the Canadian Cadet Organization (CCO). The letter must also confirm the Applicant’s eligible attendance at HMCS QUADRA CTC (two summers, or one summer at QUADRA plus one summer at either Virtual CTC or as CAP staff). For alumni, a letter from a past commanding officer or supervising officer who can address the candidate’s service with the CCO would be acceptable.
Up to three additional Letters of Reference from other individuals addressing the Applicant’s leadership qualities, service to community, and suitability for a QEF scholarship (the QEF must be mentioned in the letter).
Letter of Admission from the Applicant’s post-secondary institution for the 2024-25 academic year.
The most recent Academic Transcript of grades from the Applicant’s high school or post-secondary institution.
A recent Photograph of the Applicant in uniform (if currently serving) or in business attire (if not). The photo should be in portrait orientation with the Applicant facing the camera (head and shoulders only). See the "Our Scholars" page for reference.
Including all required documentation (i.e. Letters of Reference) will increase the chances of success. It is the responsibility of serving cadet and adult staff Applicants to obtain the recommendation of the Commanding Officer of their local corps, unit, or squadron, or in the case of alumni, a former CO or supervising officer. Applications from serving cadets and adult staff without applicable Commanding Officer recommendations will not be considered.
Applicants who are children of HMCS QUADRA alumni must provide the dates that their parent(s) or guardian(s) served in HMCS QUADRA, their parent/guardian’s final rank, and the name of their parent/guardian’s cadet unit.
Such applicants need not acquire the recommendation of the Unit Commanding Officer, and need not complete the Corps/Unit, Year of Cadet Entry, or Cadet Rank sections of the Application Form.
However, preference will be given to Applicants who are currently serving, or have previously served, in the Canadian Cadet Organizations.
A transcript of mid-term grades may be submitted with the initial application. However, a transcript of final grades must be received by the QEF at the address below on or before July 27, 2024.
Proof of enrolment in an accredited post-secondary institution is required before a QEF scholarship will be awarded or scholarship funds paid out.
If the Applicant does not attend the post-secondary institution as planned, scholarship funds must be returned to the QEF.
The scholarship funds may then be awarded to another suitable applicant for the same academic year or used for future scholarships.
Applicants are asked to send a photograph of themselves in uniform, or for those who are not serving in uniform at the time of their application, in business attire to be used should they be selected for a scholarship.
The photograph should be a portrait orientation with the Applicant facing the camera (see Our Scholars page for reference).
Applicant photographs will not be provided to, or used by, the Scholarship Selection Committee in determining which Applicants will receive scholarships.
Photographs of successful Applicants will be published on the QEF website and other QEF social media platforms and shared with donors.
Successful Applicants will be notified by mid-August and invited to either an in-person or virtual scholarship presentation ceremony. The date and time will be confirmed.
